McSherry analyzes Operation Condor, a shadowy counterinsurgency alliance among Latin American military regimes that shared extremist national security doctrines and ideologies during the Cold War era. These zero-sum doctrines and ideologies appear to have been an important determinant of state terrorism, as they dehumanized whole categories of people and provided a quasi-religious rationale for their torture and destruction.
