Giraldo provides a first-hand account of the structures of impunity in Colombia, where major human rights violations are occurring under an elected civilian government. He analyzes some of the cases he was involved in during long years of human rights work, and employs his concept of a schizophrenic state, combining a state of law with entrenched structures of impunity.
