Michael Renner’s list of international water disputes provides examples on every continent. These disputes are of varying intensity and have not led to armed conflict in most cases, but the potential is there. Fighting between India and Pakistan over Kashmir, for example, which has been going on for over 50 years, concerns control of this watershed region. Water allocation, water diversion, and water rights are also key elements of tension in the Middle East.
